Son of James Lewis Chumney and Ethel Mae Conrad, Francis Ortez Chumney was born 18 August 1925 in Houston County, Alabama. Following the early death of his father, he removed to Central Florida with his mother and siblings, residing in Polk County, Highland County and Palm Beach County Florida. He married Dorothy Ouida Hughes on 17 July 1951 in Polk County Florida. They were the parents of two sons, one daughter.
