He was born in Washington and came to Phoenix in 1963, moving here in 1966. A law graduate of Southeastern University in Washington, he served for many years in the U.S. Public Health Service before joining the State Health Department for four years.
Survivors include his wife, Hazel I.; one son, Gary T. of Sun City; two daughters, Mrs. David L. Smith of Greenbelt, Md., and Judith Carpenter of Silver Spring, Md.; his mother, Mrs. Maud Carpenter of Silver Spring, and one sister out of state.
