It is likely he was born near, but not in, Belfast. A birth registration records the birth of an unnamed child of John Dickey and Margaret Wilson on March 6 1869, however the date recorded in Hugh's records in Canada (1 March 1869) could be more accurate.

Hugh and his parents and siblings David, Hadassah, John and William sailed on the ship Corinthian from Ireland, and arrived in Canada 1 June 1871.
