The son of Thomas Burns and Lula Hughes Garner.

Former publisher of the weekly Twin City Advance and also a former daily newspaper, The Mercer Record in Princeton WV. Prior to moving to Princeton he operated a weekly paper and printing shop in Matoaka WV.

His Father and Mother, Thomas B and Lula Garner published , and are credited with being the founders and editors of the Williamson Daily News in 1912. He and his brother Hugh are also identified with the early establishment of the Williamson Daily News in Williamson WV.
