Governor of American Samoa. He served as the 49th Governor of American Samoa from October 1, 1976 to May 27, 1977. He attended the University of Tennessee and served in the United States Marine Corps and, graduated from UT Law School in 1959. He started his professional career in the Federal Bureau of Investigation as a special agent. He later went into practicing law. He got his start in the political field as a special assistant to Governor Winfield Dunn. After managing the statewide campaign for Richard Nixon in 1972, he was named the first Lieutenant Governor of American Samoa. He became Governor of American Samoa after two years and served for almost one year. After leaving this post, he served in various capacities through the years including on the Tennessee Board of Regents and as General Development Officer for the United States Agency for International Development in Afghanistan.
