Wilbur James Miller Ostrander, 76, a Wildwood city commissioner from 1968 to 1983, died Sunday at the home of his son here.
On Monday, two fellow former commissioners remembered Mr. Ostrander as a "quiet gentleman" and a "man of will" who enjoyed helping people.

Dr. Joseph Furey, who served with Mr. Ostrander from 1968 to 1972, said that as a Democratic member, Mr. Ostrander accomplished a lot considering the GOP majority on the commission.

Charles Masciarella, who served from 1968 to 1976, agreed, adding that, "He was a minority member of the commission but we always got along."

Mr. Ostrander, of 153 E. Bennett Ave., was born in Pitman and was a Wildwood resident since 1948.

He was a member of Wildwood Elks Lodge 1896, Wildwood Moose Lodge 585, past president of the New Jersey Cape Navy League, and a member of Hereford Masonic Lodge 177, where he was on the board of trustees. He was also a member of the Redmen of Philadelphia.

Mr. Ostrander was a member of the Ancient Accepted Scottish Rites, the Cape May County Shrine Club, the Crescent Temple, and the Chapel of the Four Chaplains. He was past president of the Jefferson Democratic Club of Wildwood and the Cape May County Chapter of the National Association for the Advancement of Colored People.

He formerly owned and operated Osco Electric Co. in Philadelphia.

Surviving are: three sons, Wilbur Jr. of Wildwood, Earl B. of Burleigh and Lewis M. of North Wildwood; a daughter, Doris L. Minore of Turnersville; a brother, Paul of Warminister, Pa.; six sisters, Claudine Clauser, Mary Chamberland, Betty Barr and Anna Heil, all of East Stroudsburg, Pa., Caroline Moore of Warminister, and Evelyn Kanefski of Philadelphia; eight grandchildren; and two great-grandchildren.

Services will be held 11 a.m. Thursday in the Ingersoll-Greenwood Funeral Home, North Wildwood. Burial will be in the Cold Spring Presbyterian Cemetery, Lower Township. Friends may call from 6:30 to 9 p.m. Wednesday and from 10 to 11 a.m. Thursday at the funeral home.
Masonic services will be held 6:30 p.m. Wednesday in the funeral home. Donations may be made to the church or charity of one's choice.
