Son of the late Hubert Earl Dugger and Lola Pearl Burton Dugger. Bill is survived by his wife Lisa Paulette Bolin Dugger. They were married at Somerset on April 5, 2003. Also surviving are four sons, Hubert Dugger and his wife Jennifer, Billy Dugger and his wife Marsha, and Willy Dugger all of Somerset, also Isaac Dugger of Texas; two daughters, Dana Dugger and Crystal Dugger, both of Somerset; two step children, Richard Morrow and Amy Green, both of Somerset; eleven grandchildren; two sisters, Delores Dugger and Mary Crawford, both of Somerset; and his former wife Patty Roberts Dugger of Someret.
