She was born on April 27, 1955 in Charleston to the late Hobert and Hazel Carter.
Deborah was a loving wife, mother and grandmother. She attended Old Kanawha Baptist Church.
In addition to her parents, she was preceded in death by her brother, Steven Carter.
Deborah is survived by her husband of 38 years, Dennis Adkins; sons, David and his wife, Nicole, of Jacksonville, FL, Dennis and his wife, Candace, of Guyton, GA and Christopher of Guyton, GA; brother, Frank Carter of St. Albans; sisters, Brenda Snodgrass of Yawkey, Peggy Byrd of Melrose, FL, Nancy Carter of St. Albans and Suzane Forest of Elkview; and seven grandchildren.
Funeral services will be held at 2 p.m. on Wednesday, January 4, at Keller Funeral Home, Dunbar with Pastor David Baughan officiating. Burial will follow in Floral Hills Gardens of Memories, Sissonville.
Visitation will be two hours prior to the service at Keller Funeral Home, Dunbar.
