Mann graduated from William and Mary College in 1802, when he was 15 years old. He was appointed 2nd Lt. Art. on 10 Jun 1807. He was promoted to 1st Lt. on 30 Jun 1807. On 30 Jun 1811, he was transferred to the Artillery Corps. On 12 May 1814, Mann was promoted to Major AAG. From 03 May 1814 to 15 Jun 1815, he served as Capt. of the Artillery Corps. On 17 Nov 1814, he was transferred to the 3rd Artillery. On 01 Jun 1821, he was promoted to to the rank of Major. Source: Heitman's Historical Register, U.S. Army, p. 639.
Mann served throughout the Indian campaign and was sent to Watertown Arsenal from Florida, where he had been stationed.
