US Congressman. After completing his education he enlisted in the Union Army on May 6, 1861, and was mustered in as a Private in Company K, 23rd New York Volunteer Infantry on May 16, 1861. His regiment saw action during the spring 1862 Peninsular Campaign, and at the Battles of Antietam and Fredericksburg. After his mustered out of service on May 22, 1863 he studied law and became an attorney in Elmira, New York in 1869. He maintained a membership in the New York National Guard, becoming Adjutant of the 10th New York Regiment, and also serving on the Board of Trustees of the state Soldier's Home in Bath, New York. Rockwell served as Secretary of the city School Board, was a member of the New York Assembly in 1877, and also served as Elmira's City Attorney. In 1890 he was elected as a Democrat to represent New York's 28th Congressional District in the United States House of Representatives, serving one term from 1891 to 1893. He did not run for reelection in 1892, and resumed his Elmira law practice. He was Chairman of the state Democratic Convention in 1896, and a Delegate to that year's Democratic National Convention.
