Retired, Coast Guard Rear Admiral
Eastern Area Commander,Aviator and Aeronautical Engineer.
A 1931 graduate of the United States Coast Guard Academy.
First served on the cutter Mojave out of Boston before enrolling at the Naval Air Training Base in Pensacola,Florida,graduated in 1935.During World War II,he served as assistant chief and later chief of the aeronautical engineering division at Coast Guard Air Station,Salem,Massachusetts.
He spent tours of duty as a traveling Merchant Marine safety inspector,a Merchant Marine detail officer stationed in London,England,and commanding officer of the Coast Guard base at San Juan,Puerto Rico,and of the Aircraft Repair and Supply Center at Elizabeth City,North Carolina.
Promoted to Rear Admiral in 1959,he was commander successively of the 17th Coast Guard District at Juneau,Alabama,the First Coast Guard District at Boston,Massachusetts and commander of the Eastern Area and Third Coast Guard District at New York.Retired in 1965 after more than 33 years of service.
Awarded the Legion of Merit.



Died in Orlando,Florida
Married Helen Rafferty,father of two daughters and a son,Chester L.Jr.
