Born in Fitzgerald, Ga. Born to the late Joe B. Latimer, Sr. and W. Pearl Rawls Latimer. He attended Chester Public Schools until he was selected to attend Maumee Valley Country Day School in Tolelo, Ohio. He also attended Lincoln University in Lincoln, Penna. and Lincoln Criminal Justice Center. While in Toledo he married Phyllis Smith and raised a family. His special interest included fishing, sports and the race track. He leaves to grieve, his mother, W. Pearl Rawls Latimer, two brothers, Kelvin, Sr. (Rose) and Craig, four sisters, Mamie, Annie Latimer Beeks (Eugene), Carrie and Barbara, two children, Michelle Shelton and Jalise Latimer, four grand children, one great grandson, Aunt Sylvia Carter, Uncle Miles Latimer (Mary), Joe Rawls and his best friend Johnny Packer.
