Mr. Novick, who lived in College Park, was born in Ethiopia. In 1975, he came to the United States as an adopted son of American parents and settled in Greenbelt. He graduated from Eleanor Roosevelt High School and the University of Maryland, where he also received a master's degree in government and politics. In December 1994, he received the first International Understanding Award from the university's International Student Council.
Survivors include his parents, Susan and Paul Novick, two sisters, Julie Novick and Lisa Novick, and a brother, Paul Novick, all of Reston; and a grandmother, Clara Schweer of Silver Spring.
