Harvey received his education in the Cache County schools, and was a graduate of North Cache High School. He later graduated from the Salt Lake Area Vocational School in electronics. In addition to running a farm in Amalga, he also worked eight years at Hill Air Force Base.
He was a member of the LDS Church, Amalga Ward. On July 31, 1946 he married Thelma Wheeler in Ogden.
