Lt James F Cosgrove was born in Ireland in 1828. He was a veteran of the British Army having fought in the Crimean War and participated in the Battles of Inkerman, Balaclava and the Great Redan.

He came to America and settled in Chicago, where he enlisted in the 23rd Illinois Volunteer infantry, also known as the First Irish and the Irish Brigade of the West. He served as Adjutant of the regiment and was also a member of the Fenian Brotherhood and the Head Centre of the 23rd Illinois Fenian Circle. Cosgrove was mustered out of the 23rd Illinois June 1864. He reenlisted in the 153rd Illinois Infantry as a Sgt Major and later mustered out in Sept 1865. He then reenlisted as a 2nd Lt in the 40th United States Colored Troops, mustering out in April 1866.

After the war, Cosgrove continued to be active within the Fenian Brotherhood and held several positions with the US Customs House in Chicago, including inspector and watchman. In his later years, he listed his occupation as "Capitalist".
