Daughter of Campbell E. Hurst and Mary Rice Hurst Kelly. Campbell E. Hurst was a court clerk and was killed in Mount Pleasant, Harlan County at the Courthouse on Aug 2, 1873, allegedly by a John Kelly. Florence was the sister of Amanda E. Hurst (m. Arthur B. Cornett, County Judge) and John B. Hurst.

Florence first married Mastin Green Bailey, a son of County Judge Jonathan K. Bailey & Louisa Jones, on Feb 9, 1886 in Harlan County Kentucky. Together they had two daughters:

Rosie (or Roxie) H. Bailey 1886
Elizabeth Antoinette Bailey 1888-1964

Mastin Green Bailey died of typhoid on Oct 2, 1890. After his death, Florence married a second time to Joseph Ball, a schoolteacher from MN, on July 11, 1894 in Harlan County, Kentucky. They relocated to Crookston, Polk County, MN. Together they had four children including United States Senator Joseph Hurst Ball:
