Elliott J. Arthur
Elliott J. Arthur was appointed Midshipman September 27, 1865. He graduated from the Naval Academy on June 4, 1869. His first cruise was on the frigate Sabine in the Mediterranean.
Arthur was promoted Ensign on July 12, 1870 and joined the screw sloop California, probably when it was commissioned in December. California was Rear Admiral J. A. Winslow's flagship in the Pacific Fleet during its first cruise from November 1871 to November 1872. Arthur was promoted to Master on December 12, 1872, just before California departed on its second cruise as Pacific Fleet flagship for Rear Admiral A. M. Pennock. Arthur probably departed California when it returned to the west coast in March 1873.
This was followed by two years in Europe from 1874 to 1875.
In early 1876 Arthur served on Congress, which was sent to Philadelphia for the Centennial celebrations. He was promoted to Lieutenant on July 1, and also transferred in July to the screw sloop Monongahela, which cruised in the Far East until 1879.
He, at some point, transferred to the sloop of war Saratoga, serving as a school ship training naval apprentices in the Atlantic. This proved to be his last assignment, due to illness. He was placed on the Retired List on November 16, 1882. He was a member of the New York Commandery of MOLLUS.
Lieutenant Arthur died January 26, 1886.
