Jasper was born in Airlie in Polk County, Oregon, and he lived his whole life in that county. His parents were Orthelow Bagley and Margaret Chambers (according to his death certificate #61).
In 1887 he married Mary Ellen Withrow (daughter of Silas Withrow and Matilda Jane Tharp). They ran a farm and had one daughter, Stella. Mary died in 1919. Jasper continued to run the farm. He died at age 77 on his farm.
