R. Scott Kelly was the first Sheriff for El Paso County. He came to the then Kansas Territory under the belief that he had killed a man in a fistfight to protect his sister. He fought indians with Col. Shoup and caught many a bank robber and murderer. He owned the land that is now known as the Glen Erie estate.
