US Congressman. He served in the United States House of Representatives from the 4th Congressional District of Wisconsin from April 3, 1984 to January 3, 2005. He graduated from Don Bosco High School and later attended the University of Wisconsin-Milwaukee. Before entering politics, he was an accountant and also served in the Wisconsin Air National Guard. He was elected to the Wisconsin State Assembly in 1968 and served from 1969 to 1974. In 1974 he was elected to the Wisconsin State Senate and served in this legislative body until 1984. In 1984 he was elected, as a Democrat, to the United States House of Representatives in a special election to fill the seat vacated by the death of Rep. Clement J. Zablocki. He went on to serve eleven terms in the House and stepped down from his seat in 2005. During his tenure in Congress, he was one of the more liberal members and worked to secure money for education, poverty relief, and housing improvement. He was a member of the House Ways and Means Committee and House Budget Committee during his Congressional tenure.
