Son of Wiliam George LOWCAY, of Plympton, Devon, and later of Liskeard, Cornwall, by his wife Anne Carter SCUDAMORE.

He arrived in Dunedin in 1882; went to Wellington about 1885; Military Clerk, Defence Office; he was married at St Saviour's, Lyttleton, 16 August 1892, to Frances Emily J. WEBB.
