Adeline was the daughter of Lillian Rumph and Joseph Johnson. She was educated in the Macon County School System, having attended Lamson - Richardson Elementary in Marshallville, Georgia and D.F. Douglas High in Montezuma, Georgia where she graduated with the Class of 1965. She attended Fort Valley State College from 1965 until 1969, receiving her B.S. Degree in Elementary Education. She returned to Fort Valley State and received her M.S. Degree in Middle Grade Education in 1973. She also attended Georgia South Western University in Americus, Georgia and RESA in Ellaville, Georgia where she was certified a Georgia Teacher Support Specialist. She began her teaching career in 1968 at Macon County Headstart. She taught in the Macon County School System for 31 years, teaching at Ideal Elementary in Ideal, Georgia and Macon County Middle School in Oglethorpe, Georgia and Montezuma, Georgia. After her retirement in 2000, she taught one year at Middle Georgia Technical College in Warner Robins, Georgia. She was a member of Saint James CME Church in Marshallville, Georgia.
Adeline was the current Mayor of Marshallville, Georgia, having been appointed on February 24, 2016 after the unexpected passing of then Mayor William F. Massee. Felton was serving as Mayor Pro Tem at that point.
She was married to Eugene Felton Sr in 1968. She was preceded in death by 2 sisters; Rena Rumph Abrams and Mary Rumph Buckner.

2 Sisters: Pearlie Rumph and Martha Rumph.
2 Brothers: George Rumph and Charlie Grimes.

Services were held Friday, December 29, 2017 at 12Noon in the Sanctuary of St. James CME Church in Marshallville, Georgia with Rev Billy L. Heard officiating.
