Statesman, 14th and 16th President of Columbia. He served two different terms of office. First, from 7 August 1934 to 7 August 1938 and the second from 7 August 1942 – 7 August 1946. Prior to becoming president he studied economics and finance in London and New York. Returning to Columbia, he engaged in business development and political organizations. He founded the American Mercantile Bank in 1918. A standout member of his party, he was elected deputy to the Tolima Assembly in 1915. He was representative of the Chamber in 1925 and senator in 1930. In 1929 he presided over the national convention of his party. He then succeeded in winning the presidency. He is best remembered for his progressive domestic and international initiatives. These included reform of labor, tax and judicial reforms, and the improvement of university education. The tax reforms greatly increased revenues and he vigorously worked on achieving new international markets for coffee. In agricultural and union matters he fostered consultation and negotiation between workers and employers. He also promoted legislation on rights related to family assets, paid rest and maternity benefits. He also promoted the constitutional reform of 1936. After leaving the presidency, he became the 1st Colombia Ambassador to the United Nations from 1946 to 1948. In 1959 he became ambassador to the United Kingdom from Columbia.
