Joe is survived by his Devoted wife of 34 years, Victoria Musil Starkey.
Joe is lovingly remembered by his children, Jeffrey R. Starkey, Rebecca and husband Jesse Ewen, and Christina Starkey all of Mt. Airy.Surviving in addition to his wife and children are sisters Ellen and husband Andy Poteat, Joyce andhusbandDavid Williams, Linda Frazier, Brother David and wife Wendy Starkey; Sister-in- law Nancy Starkey and grandson Andrew .
Joe is predeceased in deathby family members, Jane Merie Day, George Starkey, and Gregory Starkey.
Joe grew up in Barnesville and graduated fromPoolesvilleHigh School. He was the State Trooper for 25 years. Joe was also an Army veteran and skilled carpenter.
Joe enjoyed the outdoors, he loved hunting andfishing. He also enjoyed attending car shows with his antique car. Joe was loved by all and will be greatly missed, but his sense of humor and witty jokes will jokes will carry on far beyond his presence here on earth.
The Family will receive friends at Burrier-Queen Funeral Home and Crematory, P.A. 1212 W. Old Liberty Rd. Winfield, MD 21784 on Sunday, October 21st from 12:00 to 2:00 and 4:00 to 6:00.
