Joyce Ann Smith Blackwell HOPE MILLS, NC -

Joyce Ann (Smith) Blackwell (formally Babson), 68, of Hope Mills, NC unexpectedly but peacefully passed away in her home on Friday, April 16, 2010*.

Joyce had two Memorial Services. The first Memorial Service was held on Monday, April 26, 2010, at 1pm at the Arran Lake Baptist Church in Fayetteville, NC. The second Memorial Service was held on Saturday May 1, 2010 at the Carolina Memorial Gardens' Chapel in North Charleston, at which the family received visitors at 3 p.m. and the funeral service begin at 4 p.m.

Joyce's cremains were interred at Carolina Memorial Gardens in a park bench she personally chose. It was Joyce's wish that her friends and family use this bench to sit and reminisce. In lieu of flowers, Joyce preferred that donations be made to the American Cancer Society in memory of her loving daughter who predeceased her, Carissa Ann (Babson) Snyder (Memorial ID 80962800).

Joyce was born in Summerville, SC, and lived in Charleston for most of her life. She moved to Hope Mills, NC, in October 2003 after her daughter Carissa was diagnosed with cancer.

Joyce is survived by her son Rocky James Babson, Jr., of Atlanta; son Marc Edward Allan Babson and his wife Magda (Mkov) Babson and their sons Luke Allan Babson and Matthew Lee Babson of Prague, Czech Republic; step-daughter Angela Leah Blackwell of Spartanburg, SC; granddaughters Anastasia Marie Snyder and Victoria Ann Snyder of Hope Mills; brother Alfred Earl Smith of California, two sisters Peggy Smith Kandies and Chrystine Smith Midyette of North Charleston; by an extended family of wonderful neighbors, friends, co-workers and acquaintances both domestic and abroad and her cat Faye, who has been adopted by loving neighbors. Faye will serve as a constant reminder of Joyce's personality and affection for them.

Joyce is also survived by her first husband, Robert "Bobby" J. Babson, Sr. of Charleston (Bobby passed away on November 30, 2016; Memorial ID 173503452). Joyce always credited Bobby with "giving her three wonderful children" and for introducing her to Christianity. They amicably divorced in March 1995.

Joyce is predeceased by her parents Alfred Clayton Smith and Margaret Worsham Smith; her second husband Donald Wayne Blackwell, Sr. of North Charleston; and daughter Carissa Ann Babson Snyder of Hope Mills.

Joyce graduated from North Charleston High School in 1959 (as Joyce Ann Smith) and attended Limestone College. Joyce was very active in her community, participating in both church and community sports and Junior Achievement. As a former member of Citadel Square Baptist Church, Joyce taught Sunday School, Youth Bible Drills, and Training Union. At the time of her death, Joyce was an active member of Arran Lake Baptist Church in Hope Mills. Joyce was a true disciple of Christ and lived her life by His example.

Joyce loved her work and was a retired Federal Civil Service employee with over 41 years of service. Joyce initially started as a clerk typist with the Charleston Army Depot in June 1960. Joyce transferred to the Atlantic Polaris Missile Facility in 1973, to the Naval Supply Center (NSC Charleston) in 1974, and then to SPAWAR in 1995 where she retired as a Senior Contract Negotiator in April 2003. Joyce's work as a Contracting Officer included the negotiation of numerous contracts for a broad range of communications, intelligence, electronic warfare, simulation, training, and instrumentation systems for use by our Nations' military. Joyce was the senior negotiator for the largest contract ever awarded by NSC Charleston. For her work on this contract, Joyce was invited to the Pentagon on July 21, 1993, and presented with the Department of the Navy 1992 Competition Award from the Assistant Secretary of Defense and Assistant Secretary of the Navy. Joyce worked at BLDG 198, Naval Supply Center with many great colleagues, including her best friends Jean Duncan and Kathy Austin. Joyce, Kathy and Jean (and others!) all worked together as contracting negotiators and and Contracting Officers at Building 198 at the Charleston Naval Base. Together they worked on many procurements for the DOD and United States Navy as a team in Code 200 Contracting. Joyce, Jean and Kathy shared many great times as best friends and more than one "Blue Hawaii" cocktails at their favorite Shem Creek restaurant, The Trawler. Kathy Austin passed away from breast cancer in 1983 (Memorial ID 53494195).

Joyce retired from US Government service in April 1993 and was presented her Certificate of Retirement by her best friend Jean Duncan.

Joyce moved to Hope Mills in October 2003 in order to assist in the care of her then terminally ill daughter Carissa who passed away on July 24, 2006. After Carissa's death Joyce remained in Hope Mills in order to spend time with her granddaughters Anastasia and Victoria who were an important part of her everyday life. As a mother and grandmother, Joyce encouraged her children and grandchildren's hobbies, and she reveled in watching them as they engaged in their various activities whether it was flying airplanes, participating in church functions, competing in sports, or playing musical instruments. She enjoyed cooking for her family and friends, traveling, and telling stories of her youth. Her sense of humor, her uncanny ability to be a peacemaker, and her fondness of enjoying everyday life to its fullest will be remembered by all. Joyce was a lighthouse, a best friend, a devoted mother and grandmother, a committed neighbor, and a true disciple of God's word in every aspect of her life. She now rests in Heaven with her daughter, parents and husband.

Unfortunately it was after midnight on April 20th when the coroner made the date of death determination, therefore her death certificate reads April 20, 2010 as the "official" date of death. The obituary that appeared in the newspaper has April 16, 2010 as the date of death because that is the date the family had at the time and were confident that was the day she passed. At the time of the obituary being printed, the death certificate had not yet been issued.
