Bill was born in either Greene Co or Pulaski Co, MO to Charles George "Charley" O'Neal and Martha "Patsey" Hillhouse. He married in 1854 in Carroll Co, AR to Tennessee "Tinzey" Garrison. To this union 12 children were born. Bill served as a private in Co. G of the First Arkansas Cavalry for the Union army. He was later a corporal and a commissary sergeant. He was discharged Aug. 23, 1865 in Fayetteville, Washington Co, AR. After the death of his first wife, Tinzey, he remarried at the age of 74 to Mrs. Mahala Ann (Johnson) Gunn in Carroll Co, AR. Bill had a stroke two years later that left him bedridden. He died either on the 1st or 10th of Oct 1912 in Carroll Co, AR.

Uncle Billy O'Neal, an old resident who had lived near Yocum for many years, died on the 1st inst.
