Josh married Mary Elizabeth Bishop on 01 October 1950, in California, Moniteau Co., Missouri. Mary was the daughter of Emmett Morgan Bishop, and Mary Lena Jacobs Bishop, of Jefferson City, Cole Co., Missouri.

Josh and Mary had two (2) known children: Cary Morgan Billings, and Peggy Anne Billings.

Together, Josh and Mary owned and operated "Josh's Restaurant" for many years.
