Jeff was born in Joplin, Missouri, on February 3, 1955. The family moved to Valley Center, Kansas, where he attended school, graduating in 1973. He attended Friends University and was active in the community and local politics.

He was married to Virginia L. Rush on March 6, 1981. The family moved to McKinney, Texas. Jeff held positions on the McKinney Library Board and the McKinney Arts Commission.

He was a devoted and loving husband, father, and grandfather. He leaves behind his widow Virginia, daughter Tamara, son David and his wife Brandy, and five grandchildren, Kyler, Madison, Orion, Katelyn, and Jayden, a brother, Michael, along with many cousins, aunts and uncles. He is preceded in death by his parents Charles and Nancy Hull and grandparents Clyde and Otha Hull and Esther and Clarence Wall.

He is buried in the Pecan Grove Cemetery, McKinney, Texas, where he served on the Board of Directors as President.
