Josephine was born to Francis (Frank) M. ((Sasway, or Blood Red) and Nellie/Marie Two Bear (Mahpiya Bogawin, or Gathering Clouds Woman). Known siblings are Francis Jr. (Memorial #11159690), Annie (~1882- married Louis Archambault), Mary Ann (Memorial #48228355), George (~1885-), Mollie (~1886-), John (~1892-), and Joseph (Memorial #151045978) .

Josephine was first married to William Clair Godfrey. That marriage ended in divorce and John Francis Godfrey [Memorial link below] was the only child.

She then married Colvin Charles (or Charles Colvin) Kelly. That marriage ended in divorce. Children included: Helen Eugenia (May 1923-2005), Elsie Mae (Memorial #198496749), Susan Louise (Jan 1925-), Margaret/Theodora (March 1927-2008), Terrance Colvin (March 1929-1996), Patrick "Wacinyanpi Hoksina (Dependable Boy)" (1930-20 January 2008), and Louis (Memorial #48768836).

Colvin then married Bertha Unknown (~1915-) and from that marriage there was Louise (~1938) and Coleen ('1939-).

The following information is from the State Historical Society of North Dakota:

Josephine Gates Kelly was born in 1888 or 1889. Her father was Frank Gates and her mother was Nellie Two Bears, daughter of chief Two Bears. She was raised at Standing Rock until the age of 12.

She attended Carlisle Indian School from 1902 to 1909. She was the first woman from Standing Rock to finish at Carlisle.

In 1940, she hitchhiked to Washington D.C. with another woman to protest the Indian Reorganization Act.

She was elected to the tribal council in 1940 and elected Chairperson to yearly terms in 1946-1947-1948.

She became chairwoman of the Standing Rock Business Council in 1948 serving consecutive one-year terms until 1951.

She and F. David Blackhoop, Secretary for the Tribe, traveled to Washington D.C. to oppose the consolidation of the Standing Rock and Cheyenne River Agencies, proposed by the Indian Bureau in 1951.

She spoke before the U.S. Senate Appropriations Committee in Washington, D.C. on behalf of U.S. Women’s Day with the coming of the Freedom Train.

She died October 23, 1976.
