SAN BERNARDINO COUNTY FIRST DISTRICT SUPERVISOR 1862-1864
CHAIRMAN 1862-1864
He was a southern gentleman by birth and sentiment with a good education.He conducted his buisness and personal life wisely. He was of fine appeareance, genial disposition and was widely known and socially popular. He had resided in San Jose before coming to San Bernardino in 1856.
When Col. Williams died in 1856, the bulk of his estate was left to his two daughters, Maria Merced, wife of John Rains. And Francesca. Maria and Francisca's mother was a daughter of Don Antonio Lugo and sister of Jose Maria Lugo, Jose Del Carmen Lugo and Vicente Lugo. They owned the large San Bernardino Land Grant.

Robert Carlisle and Francesca Williams were married May 13, 1857. He was 27 she 16. Following a year in Los Angeles the married couple moved to the 35,000 acre Santa Ana Rancho Del Chino, which Robert managed with great efficiency. The work being done by 100 Indians who had comfortable adobe quarters near the main ranch adobe.
Robert won the First Supervisorial District nomination due to great popularity in 1862.Leaving in 1864.
Mr.Carlisle became deeply involved in the settlement of the estate of his sister-in-laws estate after John Rains was murdered in 1862, due to his secessionest sympathies and affiliations. With power of attorney he became bitterly involved in a dispute between the King brothers of Los Angeles and he was also shot and killed in 1865.

Following his death Mrs.Francesca Carlisle(1841-1926) later married the wealthy Dr.Frederick A.McDougal of Los Angeles. Following his death she married a Mr.Jesurum.

Robert and Francesca had four children;
