Joshua C. Turner was born April 1831 in Maury County, Tennessee. He was one of twelve children born to William Turner and his wife, Martha Christian Caudle. Joshua and his brothers, William Wiley and Elijah Mack settled in Upshur County, Texas in 1850's. Joshua married Cynthia Flenniken in 1849 in Maury County, Tennessee. Brothers Joshua and Elijah Mack Turner married sisters Cynthia and Parthenia Caroline Flenniken in Tennessee. Presumably they moved together from Tennessee to Texas. Cynthia and Joshua had five confirmed children: Mary Frances, John, Sarah "Sally", Wiley and Rosetta Paralee "Settie" Turner.

Joshua and both his brothers, William Wiley and Elijah Mack served with the Confederacy during the Civil War in Texas. Their father, William Turner had served in the War of 1812.
