He was the son of Jacob F. Baer and Mary Stevens Baer.
Per the 1900 Census for Buckeystown, Frederick County, Maryland, he married Annie Mossburg about 1873.
They were the parents of one child with one child living.

Jacob Francis Baer died at his home in Lime Kiln Wednesday afternoon at 3 o'clock, after a long illness, aged 79 years. He is survived by his widow, Mrs. Annie V. Baer; one daughter, Mrs. Luther Feaga, Lime Kiln; one brother, George M. Baer, Kent, Washington; one sister, Miss Annie Baer, Frederick. The following grandchildren also survive: Mrs. N. George Wilson, Martinsburg, West Virginia; Mrs. Charles Bruchie, Washington; Miss Ruth E. Feaga, Hyattsville, and Austin L. Feaga, Lime Kiln. Three great-grandchildren also survive.

For years Mr. Baer was an employee of the Baltimore and Ohio Railroad and was highly esteemed by all who knew him. Funeral Friday afternoon at two o'clock. M.R. Etchison and Son Funeral Directors.
