Born the son of Howard Henry "H.H." Buckner and Ola Augusta "Gussie" (McClennen) Buckner. Orvail grew up in Scio, Linn County, Oregon and Lone Pine, Crook County, Oregon. He graduated from high school in Prineville, Crook County, Oregon.

Orvail joined the Navy in 1943 and became a Motor Machinist Mate 1 (MOMM1). He served on all 6 war patrols on the submarine USS Parche along with his best friend "LB" Frederick (FindAGrave #15103688). See Commander Lawson "Red" Ramage's link below to read the story about the second war patrol on the USS Parche' on 31 July 1944 after which Commander Ramage was given the Congressional Medal of Honor and the crew, including Orvail, were given the Presidential Unit Citation: Lawson Ramage Additional photos and information about the Parche (SS-384): USS Parche Orvail told his family that his service on the submarine USS Parche' was the most exciting time of his life.

Later Orvail was a partner with his brothers Harold and Waneard in Buckner Brothers Ranch in Lone Pine. After he married his second wife Grace L. (Boyd) Jones in Anchorage, Alaska, in 1959 they lived there a short while and then returned to Central Oregon where he and his brothers started Buckner Bros. Equipment and then he later owned Orvail Buckner Well Drilling (OBWD).

He was the father of Robert Buckner and Kyle Buckner; stepfather of Wanda, Joanne, Pam, and Ron Jones; brother of Harold Buckner, Waneard Buckner, and Leola (Buckner) Schrunk. He was witty and a loving father and grandfather. We miss him to this day.
