Billye Mae O’Neil Baxter was born on October 2, 1929, to Frances Eva Amalia (Winstel) Duncan O’Neil and Shannon O’Neil née Kenneth Orlando Rorhbough in Fort Smith, Arkansas. She married Thomas Richard Baxter August 13, 1948, in Port Arthur, Texas. They had three children. In 1957 the family moved to Austin. After some years raising her children, Billye returned to college and received her BA in Psychology in 1970 from the University of Texas.
Billye is preceded in death by her parents, her brother, Jack Winstel O’Neil, her half-sister, Peggy ONeil Gerome, and her beloved Pomeranian, Doodle Bear. She is survived by her children, Carol Frances Saint-Clair, Dan Richard Baxter and Nancy Adele Sterling, three granddaughters, Amy Joyce Sterling, Elizabeth Amalia Ware and Laura Ivy Sterling, as well as several nieces and nephews, several great nieces and nephews, several great great nieces and nephews and her beloved Pomeranian, Suzu.
