He was a Millwright, inheriting his father's business. He probably died at home, White House, High Street, High Wycombe, which had belonged to his parents.
The 1851 Census for the town shows the following information:
he was head of the Coltman household in the High St. High Wycombe.

He never married but it is suspected that he fathered three children as the girls gave his name as their father on their marriage certificates.
Wooburn. Narrow escape from drowning. Where was he going to at this early hour of the day?
As Mr.Tobias Coltman, millright and engineer, of High Wycombe, on the morning of Tuesday week, was returning from the paper manufactory of C. Venables, Esq., Taplow Mills, in going through Wooburn and near the Rose and Crown Inn, Glory Moor, by some means he drove off the road into a small stream that runs by the side thereof, the gig was completely turned over into the stream, about four o'clock in the morning, Mr. Coltman being immersed in the water. When found by one of Mr. Revenell's men, who had been watching his watercress plantation, he was sitting under the hedge on the opposite side of the road, quite insensible, and wet through. Mr. Revenell's man obtained a light and took him to the Rose and Crown; he called up the inmates to his assistance, when he was stripped of his wet clothes, wrapped in blankets and put to bed. In the course of the day Mr. Coltman was sufficiently recovered to proceed to his home. The horse very much cut about, but the gig was not much damaged.

He died aged only 56 of Effusion into brain, ie water on the brain.
