Billy Jay Armstrong was born June 6, 1925 in Hunt County, Texas to Pink John Winston Armstrong and Willie Opal Carpenter
. He was the second of five children born to the couple. His older sister Vera died just six months before he was born.

Billy married Myrtis Marquita Martin and was the father of four children, Judy Earline, Freida Jean, Billy Jay Jr. and Penny Darlene. He was a US Army veteran, member of the Remington Street Church of God, and a postal employee. He carried the mail for many years in Graham, Texas.

He died December 11, 2001 in Graham, Texas just six months after having lost his beloved wife Myrtis. He was survived by his brother Louis Glen, sister Dorothy Lee, daughters Judy, Freida, Penny, son Billy Jr., nine grandchildren and seven great-grandchildren. He was preceded in death by his sister Vera Irene, brother Franklin Gene and wife Myrtis. Billy was laid to rest in Pioneer Cemetery, Graham, Texas.
