A son of Henry Quinn and Hannah Dolan. The family moved to Walton on the Hill, Lancashire County, England where we see Henry Quinn living with his mother at 116 Cherry Lane. It appears Henry Quinn may have returned to England first in 1881 since only he appears with his mother in the 1881 census.

By 1882, it appears Francis' mother Hannah joined up with her husband in England and Hannah appears to bring her children, including his elder sister Mary A. Quinn and brother Thomas A. Quinn. Evidence that Hannah arrived appears in 1882 court records when Henry Quinn was in Excise Tax court over failure to license his wagon in Walton and was fined 20 shillings plus court costs.

Francis dies in December of 1889, prior to the 1891 Census where his parents and two siblings reside at 19 Muriel St., Walton on The Hill.
