HOWARD FINLEY HARRINGTON was born on July 19, 1895 in Philadelphia, Pennsylvania to Howard and Margarette Harrington. His father worked as a shoe salesman, and later as an upholsterer. The family was living at 629 Cherry Street in South Camden when the Census was taken in 1900. By 1910 they had moved to 122 Market Street. The Harringtons later opened up a stationary and tobacco store at this address

When Howard Harrington registered for the draft in June of 1917, Howard Harrington was living at 122 Market Street in Camden. He was single and self employed as a merchant. He was not called to service during World War I. The Census of January 1920 shows Howard Harrington and his parents still residing at 122 Market Street.

Howard Harrington married shortly after the enumeration of the 1920 Census. He was appointed to the Camden Fire Department on August 1, 1920. The 1924 and 1927 Camden City Directories show Howard Harrington at 901 Point Street. By the time the 1929 Directory was compiled the Harringtons had moved to 246 Eutaw Avenue in East Camden. The Census of April 1930 shows Howard and Jennie Harrington living with their two children, Margarette J. and Walter Harrington, and his widowed mother. Howard Harrington remained at this address for the rest of his life.

Howard F. Harrington retired from the Camden Fire Department on July 19, 1961. After leaving the fire department he worked as a guard at First National Bank & Trust Company in Camden and stayed on when it was renamed South Jersey National Bank in September of 1969.

Howard F. Harrington passed away on December 12, 1970. His grandson, Howard J. Goonan Jr., served with the Camden Fire Department in the 1970s, moved to Bellmawr, New Jersey and was a leader of that town's volunteer Fire Department for many years.
