Cecil Arthur Brown was born in 1905 in Farnborough, Hampshire, England. His birth was registered in the 3rd quarter of 1905 in the Hartley Wintney registration district. He was fourth of six children Frederick Brown and Lilly Maud Perry, who had been married in 1897.

At the time of the 1911 England Census, Cecil was living with his parents and siblings at 2 Warwick Cottages, Frimley Road, Ash Vale, Surrey. His father was working as a cartage contractor. Sadly, Cecil's mother, Lilly, died in February 1913 in Ash Vale.

The next year, Cecil and his older brothers, Herbert and Reginald, were emigrated to Canada by Fegan Homes. They sailed from Liverpool aboard the Empress of Britain on April 4, 1914, and landed at Halifax on April 11, 1914. From there, they took the train with their travel party to the Fegan Distribution Home in Toronto, Ontario.

Sadly, a month after his arrival in Canada, Cecil became ill with uraemia and he died at the Hospital for Sick Children in Toronto on May 22, 1914.
