Francis was listed as MIA (Missing in Action) later changed to Killed in Action (KIA) on 9 Jan 1945 in Belgium during the final days of the Battle of the Bulge. He was originally buried at the US Military Cemetery, Henri-Chapelle, Belgium. After WWII, Francis's father Simon requested his son be moved to Valle Spring Cemetery, Ste. Genevieve, MO. which was done in 1948.

The following is taken from the Report After Action Against the Enemy, dated 1 February 1945:

9 January 1945
The 1st BN moving by motor at 0600 for assembly area at HEBRCN-VAL (6386), detrucking at REGNE (600856), and closed in at 0800.

CO B was given mission of passing through quarries at (626847) and proceeding E and clean out woods at (635847). Co B moved from REGNE toward quarry. At 0855, Co B contacted enemy at (622847), who at that time were attacking the platoon of the 83d CAV RCN TRP, occupying positions in the quarries. The enemy was driven off and Co B, whose effective strength was about 25 men, was ordered to take up defencive positions in quarries at (626847). 2nd Plat of the RCN TRP was ordered to join the 1st Plat in quarries and had joined the 1st Plat by 0930. Memorial Services for Two Veterans Who Gave Their Lives:: Next Sunday, March 4, memorial services for Pvt. Francis S. Hoog, son of Mr. and Mrs. Simon A. Hoog, Route 2, who was killed in action in Belgium, January 9, 1945, and Pfc. Orville J. Gettinger, son of Henry C. Gettinger, Route 1, Ste. Genevieve, who was killed in action in Luxembourg, January 21, 1945, will be conducted at the 11:00 a.m. mass in the Church of Ste. Genevieve, under the sponsorship of Ste. Genevieve Council 1037, Knights of Columbus, and assisted by Buchholtz-Kiefer Post 150, American Legion and the Legion Auxiliary. At this service, a Gold Star Citation and a Burial Flag will be presented by the Legionand Auxiliary to the next of kin. It is requested that the members of the Knights of Columbus wear their badges, the Legion and Auxiliary, their caps, and Boy Scout Troop 404, their uniforms. All are to meet at the Parochial School at 10:45, and then march in a body to the church, where reservations have been made for them. Under a new law just put into effect, burial flags will be presented to all those who have not received them in the past.

Above the entrance of the small Chapel in Valle Spring Cemetery there is a plaque honoring Francis and others from Ste. Genevieve who died during WWII.
