Clarence Forbes (Clay) Norment III, 59, who retired in January as a senior administrative officer with the Central Intelligence Agency, died of cancer June 24 at his home in Bethesda.
In the course of his career with the agency, Mr. Norment served in Tokyo, Frankfurt, Munich and Saigon. He twice received the Intelligence Medal of Merit.
A fifth-generation Washingtonian, Mr. Norment graduated from Sidwell Friends School. He attended the University of Virginia, served in the Army in Europe in World War II and later graduated from the Benjamin Franklin University. He worked for the Interstate Commerce Commission for five years before joining the CIA in 1950.
For the past 20 years he had been president of the D.C. Badminton Club. He was an amateur photographer and a member of the National Railway Historical Society, the Chevy Chase Club and St. Margaret's Episcopal Church, where he had served on various committees.
Survivors include his wife, Nancy Richards Norment of Bethesda; four daughters, Elizabeth Larrabee Norment and Katherine Baker Norment, both of New York City, Sarah Norment Pasqualone of Geneva, Ohio, and Martha Forbes Norment of Washington; a son, Clarence Forbes IV of Bethesda; his mother, Mrs. C. Ashmead Fuller of Washington, and a sister, Polly Norment Burke of Alexandria.
