Husband of Mary Niles. J. F. McCool was elected Speaker of the Mississippi House of Representatives on January 7, 1896. He served in that position until 1898. In 1899 he was a candidate for Governor but withdrew from the race later in the year. McCool was a presidential elector of the Democratic ticket from Mississippi in 1900. In 1903 he was appointed Chancellor of the Sixth District of Mississippi.
