Joseph Lumpkins was born between 1801 and 1810 according to the 1840 US Federal census enumeration. In the 1880 census, Joseph's two eldest sons (John and William) both indicated their father was born in Virginia.

On October 21, 1824, Joseph married Priscilla Barker in Morgan County, Kentucky.

The earliest digitized tax enumeration for Morgan County is 1823. In that year, the surname Lumpkins was recorded once but with no first name. Was this Joseph's first recorded appearance in the county? Likely yes. He was not enumerated in the 1824 tax list (nor was anyone else surnamed Lumpkins) but he appeared - by his full name - in tax enumerations for the years 1825-1831 (1832 tax enumeration is missing) and 1833, 1836-1838, and 1840-1848. He doesn't appear on the 1849 tax list, lending support to the claim that he died sometime after the 1848 tax list was completed on June 25, 1848.

Earlier in 1848, on February 29, 1848, the Kentucky General Assembly approved an act: "That Joseph Lumpkins and Jesse Casaday, late Sheriffs of Morgan county shall have the further time of two years to collect the unpaid county levy and revenue tax due for the years 1845, 1846 and 1847; and, also, all fees due them under the laws now in force."

On the 1830 census, the Joseph Lumpkins family included 5 people. The eldest male, presumably Joseph, was aged 15-19 years. The eldest female, presumably his wife Priscilla (Barker) Lumpkins, was aged 20-29. There were 2 boys and 1 girl.

On the 1840 census, the Joseph Lumpkins family included 11 people. The eldest male, presumably Joseph, was aged 30-39 years (suggesting that the 1830 age enumeration was marked in the wrong column). The eldest female, presumably his wife Priscilla (Barker) Lumpkins, was aged 30-39 years. There were 5 boys and 4 girls.

According to the Kentucky State Register, Joseph was commissioned Sheriff of Morgan County on April 4, 1845.

Probate records for the years 1831-1864 are missing, depriving us of insight into when Joseph and Priscilla died, perhaps the circumstances of their deaths, and how their estate was settled.

Joseph and Priscilla are presumed to be buried in Southfork where many of their descendants, including son Franklin were buried, but also Priscilla's parents John and Jane (Porter) Barker.
