US Congressman. After attending Hampden-Sydney College in Virginia, he studied law and was admitted to the bar in 1869. He was prosecuting attorney for Prince William County, Virginia, and served in the Virginia State Senate. He was elected as a Democrat to Congress in 1891 to fill the vacancy caused by the death of William Henry Fitzhugh Lee. Reelected twice, he served from 1891 to 1897. He returned to Manassas, Virginia, where he resumed his legal career.
