He was born on December 15, 1939 in Utica, New York and was the son of the late, Glenn and Edna (Fregen) Decker. Richard was educated Utica Free Academy.
On December 15, 1980, Richard was united in marriage to Marjorie L. Miller. The couple shared a union of 34 years until Marjorie passed away on Christmas Day, December 25, 2014.
Richard was formerly employed with Utica Floor Maintenance for 22 years until he started his own business called, Dick's Carpet Cleaning in New York Mills, New York in which he operated for 5 years until his retirement.
He was of the Baptist faith. In younger years, Richard enjoyed fishing, hunting, golfing and bowling.
He is survived by his step children, Terry Potocny and his wife, Rebecca of St. Johnsville, NY and Wardne Kuyrkendall and his wife, Barb of Little Falls, NY; multiple grandchildren and great children., a brother, Wayne Decker and his wife, Gail of Whitesboro, NY; and a niece and nephew.
Richard was predeceased by his sisters, Norma Decker, Lella Jones and Elaine "Peaches" Decker.
In keeping with Richard's wishes, funeral services will be private. Interment will take place in the spring in Rural Park Cemetery, where he will be laid to rest with his wife.
