Fred Mitten was one of the most widely known men in Bradford County, PA. He was born on a farm in Herrick township and later took up the livery business, then became a school teacher. In Towanda he became a clerk in the County Commissioners' office where for years he gave faithful and efficient service. Then he was deputy sheriff for 12 years and finally was proudly elected to Sheriff in the Fall of 1923. For 20 years he was secretary of the Bradford County Teacher's Institute, and one of 7 directors of the Towanda Boy's Band. He was a member of the Towanda Presbyterian Church. Kind, obliging, ever willing to help others, Mr. Mitten will be remembered by hundreds throughout Bradford County as a true friend. He had a way of making one "feel at home," and he had won a place in the hearts of many. His funeral was attended by hundreds of people. Wishing to show their affections and respect for their dead 'keeper,' the prisoners in the jail were allowed to come to the parlor and pass by the casket two at a time. (Selected passages from his obituaries) He was married in 1896 to Mary Jane Morrow who, after his death, became the first woman Sheriff in Pennsylvania.
