Webb was the son of Shelt Abel and Anvilen Samantha Robinson Collins. On June 11, 1953 he married Alma Young. Webb was a Corporal in the United States Army during World War II having served as a rifleman in an infantry company. He served in the North Africia Theatre: Tunisia, and was held for twenty-six months in a German Prisoner of War Camp (Camp 004). Alma had one son Loyd Gene Young, Webb did not have any children. Webb had four brothers; Herbert, Harry Mitchell, Sterling Neal, and Delmar "Coonie" and four sisters; Ethel Fox, Clara Kelly, Jewell Brixey and Golden Collins. All are buried at Union Grove except Sterling who is buried at New Liberty,
