Franklin Reese Robey was born in August 1862 in South Carolina to a Scottish father and an enslaved mother. As a baby, he and his mother were sold on the auction block for $1200. Freed by the Emancipation Proclamation issued by President Abraham Lincoln in January 1863, he sought education through the new schools that were created in the years after the war to provide education and opportunities to the black population. He first went to school at the Chicago Chirurgical College and then went on the Meharry Medical School in Nashville, Tennesse, earning his degree in 1883.

In 1884, Dr. Robey was first married to Miss Theadora Martiniere of Mobile, Alabama, and moved to Houston, Texas, to live and practice medicine. His growing family included children Gertrude, Zeb (Zebulon), and Ella. After the death of his first wife, he married Florida E. Hobert of Alabama, and continued to grow his family. He joined the ranks of a handful of men trying to improve the health of their underserved population in Houston. Dr. Robey made house calls to his patients as not many hospitals in the South were admitting black people. He continued his practice for many years in Houston until he died in 1904.
