US Congressman. From 1887 to 1891, he was postmaster of Kelly Point, Pennsylvania and was a member of the State House of Representatives in 1907, 1908, 1911 and 1912. In 1913, he was elected as a Democrat to the Sixty-third Congress, serving until 1915. An unsuccessful candidate for reelection, he was appointed as an auditor in the Philadelphia division of the United States Bureau of Internal Revenue in 1915, serving until his death.
