Survivors; his wife, the former Elwanda McClellan; a son, Terry Biggs of Culpeper Va.; a daughter, Anita Biggs of Louisville, Ky.; a brother, Albion Biggs of Point Pleasant West Virginia,; a sister, Mira Lee Brannon of Derwood, Maryland,; and two grandchildren.
Funeral: 1 p.m. Thursday, Highlands Funeral Home, with Burial in Louisville Memorial Gardens West. Visitation from 2 to 5 and 7 to 9 p.m. Wednesday.
